The Contractor shall provide non-personal services necessary to support the U.S. Army National Ground Intelligence Center (NGIC) to provide Cyber Analysis services as defined in this Performance Work Statement (PWS).



NGIC provides All-source Intelligence on foreign ground forces and their capabilities and related military technologies and integrates with Mission Partners to ensure the U.S. Army, Department of Defense (DoD), Joint, and National level decision makers maintain decision advantage to protect the U.S. and interests abroad. NGIC is the Defense Department’s primary producer of ground forces intelligence. NGIC produces scientific and technical intelligence and military capabilities analysis on foreign ground forces required by warfighting commanders, the force modernization and research and development communities, DoD, and national policymakers. Under its assigned Defense Intelligence Analysis Program (DIAP) lanes, NGIC is directed to produce all-source intelligence products to understand the threat to U.S. ground forces. NGIC has been directed to produce all-source intelligence products for Cyber Analysis.




  • Expert knowledge of the intelligence cycle and the analytical process for all-source intelligence production.
  • Expert knowledge and experience with intelligence automated systems, including imagery analysis, database mining, network analysis, signals intelligence and exploitation tools and libraries.
  • Expert capabilities to research, create, develop, and write all-source intelligence assessments and RFI responses
  • Expert capabilities to research, create, develop, and deliver professional briefings, multimedia presentations, and written reports.
  • Expert ability to manage research and coordination for projects.
  • Expert ability to instruct and interact with small groups on data and information requirements and coordination tasks.
  • Detailed knowledge of NGIC, DIA, NSA, CIA, DEA, Service Intelligence Centers, USCYBERCOM, ARCYBER programs and products preferred.
  • Some knowledge of information, automation, and full knowledge of intelligence oversight and security guidelines before work starts.


  • 5 years knowledge and experience with intelligence analysis and its various disciplines, functions, and processes. This experience should include performing all-source analysis and fusion to provide actionable intelligence to warfighters.
  • Military and tactical experience is a plus.
  • INSCOM experience is valuable as well as experience in an ACE supporting all-source analysis.
  • A mix of tactical and strategic experience is preferred.
  • Personnel shall have demonstrated knowledge of cyber, SIGINT, OSINT, and HUMINT, with familiarity on the current analytical tools such as, WEBTAS, Analytical Notebook, DCSG-A, GIS tools and M3.
  • Analysts must have experience in researching, creating, developing, and delivering professional briefings, multimedia presentations, and written reports.
  • A bachelor’s degree is required. In some cases 5 years relevant experience may be substituted for education requirements.
