    LEAD ENTERPRISE IT SPECIALIST

    Fort Bragg, Fayetville, NC

    TS/SCI

     

    • Provide support to the requirements management process for GISA-Bragg in support of the INSCOM GISA-Bragg mission to support the National Guard Bureau (NGB) Special Compartmented Facilities with information technology support for intelligence production.
    • Assist in identifying strategic and tactical activities for IT enterprise enhancements and sustainment. 
    • Assist the Government in prioritizing initiatives, development and integration efforts to eliminate redundancy and align capabilities for the INSCOM Enterprise. 
    • perform asset and portfolio management to support GISA-Bragg’s support to the NGB IT hardware life cycle replacement AND assist in the development and execution of business processes to support the identification and validation of IT hardware throughout its life cycle ensuring that assets are properly documented and managed within the organization’s asset management database.  
    • Assist with data input into the organization’s asset management database. 
    • technically support the development of information papers to support a wide variety of IT requirements to include, but not limited to GISA-Bragg support for NBG POM issue papers, organizational functional lay-downs, financial planning documents, and strategy and implementation documents and briefings. 
    • Assist with the complete acquisition process to satisfy Information Technology requirements for GISA-Bragg mission and installation of network services at NGB supported units and organizations.
    • Develop and/or provide input to the Statement of Work (SOW), Sole Source Justification; Brand Name Justification; Market Analysis; Independent Government Estimate (IGE), and other documentation required for procurement packages. 
    • Develop IT requirements packages for GISA-Bragg for NGB requests for support for site survey, equipment purchases, site installations, certification and authorization processes for Army JWICS Authority to Operate, Army ITAS Waivers; and ARFIT_MI approvals.  
    • Track the status throughout each process coordinating requests for additional information with technical staff as required.   
    • Technically supports the development of  GISA-C IT mission support and intelligence production requirements and POM issue papers, NGB site POA&M MS Project schedules, facilities planning documents, security architecture planning documents, and strategy and implementation documents and briefings.
    • Make recommendations to NGB J2 and Army NGB for IT organizational manning and enterprise relationships; preparation of briefings and papers for GISA-Bragg leadership; providing technical expertise and recommendations at architecture, planning, and implementation meetings, and providing recommendations on GISA-Bragg organization and TTPs.
    • Attend GISA-Bragg meetings, VTCs, and conferences as required and supports coordination with key military and civilian personnel at HQs INSCOM, HQDA, Army MACOMs, Services, and Intelligence Agencies as required for NGB Army JWICS requirements and planning.
    • NGB IM/IT capital planning, programming and investment alignment with strategic objectives.
    • IT acquisition policies, procedures & approval processes.
    • Asset & portfolio management, enterprise IT hardware life cycle replacement.

     

    This position is responsible for technical support in the following areas:

    • Chief Information Office policy, governance, strategic planning, mission analysis & related CIO activities
    • NGB, Army Intelligence & DoDIIS strategic, operational & tactical capabilities & requirements
    • NGB, Army/DoD IT management reform & transformation, data center consolidation, enterprise services implementation, ITIL/ITSM practices, and related IT effectiveness & efficiency initiatives
    • NGB, Army/DoD IM/IT enterprise architecture, systems engineering, network infrastructure, cyber security, and application & data management
    • NGB, Army/DoD/ Industry IM/IT standards, technologies & developments
    • NGB, Army/DoD/Federal IT legal & regulatory compliance requirements
    • IM/IT capital planning, programming and investment alignment with strategic objectives
    • NGB IT acquisition policies, procedures & approval processes
    • Asset & portfolio management, enterprise IT hardware life cycle replacement.

     

    Qualifications:

    Education: Minimum of Bachelor’s degree in technology related field required.

    Experience: 4 years of IM/IT Project Management, Project Engineering, Systems Engineering, Software Engineering or equivalent experience.

     

    Education Equivalent: Bachelor’s degree in technology related field required and 6 years’ experience in IM/IT Project Management, Project Engineering, Systems Engineering, Software Engineering or equivalent experience.
